A BILL
To establish Medical Records Privacy for Veterans whose medical records are held within the Department of Veterans Affairs.
TITLE
Disabled Veterans Medical Records Privacy Act
1. It shall be unlawful for the Department of Veterans Affairs to release any part of or all of a disabled veterans medical records without the written consent of said veteran to any Agency, Department, Bureau, individual, or other entity, whether public or private, including contractors and other medical or government entities without the advance written permission of the Veteran.
2. No part of said medical records will be incorporated into any computer data base outside of the Department of Veterans Affairs without the advanced written permission of said Veteran.
3. This Act will include all veterans who receive medical and/or psychological treatment from the Department of Veterans Affairs, whether said Veteran receives disability compensation or not.
4. Any signed permission will apply to a single request to release to a single entity only and will not apply as a blanket permission for release to any other entity. A separate authorization from the Veteran must be requested for each release of records.
